Analysts at the Institute for the Study of War (ISW) have analyzed Putin’s latest statements and concluded that he is deliberately creating impossible conditions for negotiations with Ukraine.
This primarily concerns his statements about the illegitimacy of the Ukrainian government and Volodymyr Zelenskyy personally, the American experts say.

ISW writes: “Putin has repeatedly claimed the illegitimacy of the Ukrainian government since the 2014 Revolution of Dignity. However, this did not prevent him from negotiating and reaching agreements with Ukraine. At the same time, this “concept” allowed the Kremlin dictator to violate these agreements on “legal” grounds.”
Therefore, ISW analysts believe that even if Zelensky agreed to cancel the decree banning negotiations with Putin, the latter would again violate any signed agreement for the same reason.
And he will do so as long as he believes he can achieve his goals militarily, experts conclude.
